Based on the American cartoon, The Powerpuff Girls. Professor Utonium and his son Ken are studying the strange Chemical X. When a mochi cake falls into the formula, it changes into Chemical Z. Ken fires a ray of Chemical Z at a glacier in Tokyo Bay, however that causes strange black and white lights to scatter. The black lights turn its victims into monsters, with emphasis on a black light hitting a zoo monkey and transforming him into Mojo Jojo. The white lights, however, aim at three normal girls, Momoko, Miyako, and Kaoru. This gives them the power to transform into superheroes, the Powerpuff Girls Z!

In the Kingdom of Yamauchi, people have the ability to transform into three-legged crows known as yatagarasu. While the men plot over daily governance, women compete for the hand of Wakamiya, the crown prince who was selected as the Kinu, the servant to the Mountain God. Four young women arrive at the court to join the competition, including one named Asebi. While the kind and innocent Asebi sticks out like a sore thumb compared to the other women, the crown prince has to fight for his place in the clan. Despite being born both to a concubine and as a second son, the royal priests still chose Wakamiya to be the Kinu over his older brother. This decision created a rift between the siblings while enraging Wakamiya's stepmother in the process. When Yukiya, one of the teenage sons of the village chief, is sent to the palace to become Wakamiya's new attendant, the prince is not pleased in the slightest. However, Yukiya's presence at the imperial courts is no mere coincidence.

Aspiring samurai Shinsuke Hyoudou's world is turned upside down when he witnesses hermit Jinka Yamato and fox girl Tama Youko slay a brigands' lair in the blink of an eye. Tama happens to be katawara, a magically gifted species, who can share her powers with Jinka through a special ritual. Together, they travel the world as vigilantes to stop evil beings, be they katawara or human. As Shinsuke learns more about this new world, he discovers that monks perform inhumane research on spiritually gifted civilians, in the hope of creating human-katawara hybrids that can fight against monsters. Soon joined by Shakuyaku—a girl they manage to save from the monks’ experiments—and other allies, the group embarks on a quest to achieve their respective dreams.
